UK Councils Intend to Sell Off Social Clubs and Sports Centres to Balance Books

According to a recent survey of municipal councils, English councils are planning to sell community centers, sports centres, and shopping arcades as they rely on a rapid disposal of properties to balance the books.

Increasing Fiscal Challenges Drive Asset Sales

The Key Cities Group for second-tier cities in England reported that 60% of local authorities are intending to dispose of properties to cover the escalating costs of adult and children’s social care.

Councils have in the past faced criticism for selling public land and land to shore up their budgets, but they contend they must continue to generate essential revenue from property disposals or face insolvency.

This coalition said that a significant number of authorities attempting to generate funds from a quick sale of holdings marked “a distinct shift from 2024, when the majority (six in ten) of local leaders said they would prioritise service redesigns and utilising financial reserves to manage growing fiscal pressures.”

Detailed Cases of Planned Disposals

Medway Council in Kent announced its property management strategy included the disposal of a retail complex in Rainham and a community venue in Rochester to generate 20 million pounds over five years.

  • A local golf course and commercial properties held in two English counties, which all provide rental income for Medway council, will also be disposed of under the plan.

Local Levy Rises and Broader Fiscal Pressures

The survey of councils in the coalition, which includes several urban centers, also found that over seven in ten of councils will need to raise council taxes next spring to address the growing cost of essential services, higher levels of homelessness, and a longstanding accommodation deficit.

The authority said it will press ahead with property disposals after sharp increases in the cost of youth support, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are taking innovative approaches but certain measures require time to deliver both improved services and cost efficiency,” said Vince Maple.

He continued: “There are population challenges which will persist to add to the pressures we have. As a local government body, we had a 91% cut in our central funding from 2010-24, which is extremely difficult.”

National Patterns and Projections

A survey of county councils this week further found council budgets being strained by the growing number of young people and older individuals requiring special educational assistance.

A network of councils projected that council deficits will reach 4.4 billion pounds a year by 2029, as they struggle to manage increased demand.

Ministers have put off scheduled changes to the Send system until the coming year after a policy document setting out those reforms has been postponed.

Deprivation and Financial Gaps

Based on the most recent deprivation measures (IMD) covering UK local authorities, many participating urban areas were included in the most disadvantaged in the country.

  • “Participating urban centers like several major towns rank in the most deprived 30 nationally under the latest IMD measures,” said the report.

“While only a single urban area is among the top 10 for deprived neighbourhoods countrywide, urban areas are much more prone to be in the most deprived fifth of the nation. The data underscores the scale of challenges facing municipal officials across major urban centers in the next twelve months,” the analysis added.

“Local government leaders have been clear about the need for a fair and sustainable funding system that accounts for and addresses the actual extent of disadvantage and demand,” stated Michael Mordey.

“Without this, councils will persist to face impossible choices around which essential services to allocate spend to, and which to reduce, to the detriment of their communities.”

One in five of local authorities have reduced or weakened care services in the last year, the survey revealed.
